📋 Grama Panchayat Annual Plan

Chenneerkara Grama Panchayat

One of the most important components of the decentralised planning process of Local Self-Government Institutions in Kerala is the Grama Panchayat Annual Plan. Based on the principles of the People’s Planning Movement, it is a comprehensive development plan prepared for a financial year, taking into consideration the needs of the local community and the development potential of the area.

🎯 Key Objectives of Plan Formulation

🏗️ Local Development
Development of basic infrastructure such as roads, drinking water facilities, street lighting, and other essential amenities.
🌾 Increase in Production
Development of agriculture, animal husbandry, and small-scale industries.
🤝 Poverty Alleviation
Implementation of welfare schemes for the underprivileged and economically disadvantaged sections of society.
❤️ Social Welfare
Improvement of education, healthcare, and women and child welfare.

🏛️ Various Stages of Annual Plan Formulation

🧑‍🤝‍🧑 Grama Sabhas (Ward Sabhas)

The people of each ward discuss the needs and issues of their locality and submit their suggestions.

👨‍💼 Working Groups

Experts and elected representatives jointly evaluate the Grama Sabha suggestions and prepare project proposals.

🎤Development Seminar

A development seminar is organised at the Panchayat level to prioritise the proposed projects.

✅ Approval by the Governing Committee

Following the discussions held during the Development Seminar, the Grama Panchayat Governing Committee approves the Annual Plan.

🏢 DPC Approval

The District Planning Committee (DPC) scrutinises the Annual Plan and grants final approval. Fund utilisation is undertaken thereafter.

🌾 Productive Sector

Projects related to agriculture, paddy cultivation, organic farming, animal husbandry, dairy development, poultry farming, fisheries, and small-scale industries.

🏥 Service Sector

Service sectors such as education, healthcare, drinking water, sanitation, women and child welfare, and the welfare of Scheduled Castes and Scheduled Tribes.

🏗️ Basic Infrastructure Sector

Development activities including rural roads, bridges, drains, public buildings, street lighting, and maintenance works.
